I read that the song is directed at a group which were referred to as "Kangaroo Courts". From my understanding they were citizens who thought they were higher than the Legislative Courts. The "crime" they liked to convict peope of most was marajuana use. In a sense the Kangaroo Courts are the pot calling the kettle black. When reading the lyrics this makes sense.

Yeah like I said a long time ago, "You must of been high." is reiterating something like, "Are you not thinking strait? Are you really that stupid?" Thus saying the person must of been high is like saying, "Oh I see you were high, ok I get it. Your really not that stupid you just had other shit going on." :P

Not Marijuana, just hypocritical in general is what the song is about. "Who are you to wave your finger?" Blaming someone for something you yourself are guilty of. It's a vague symbolism but it has nothing to do with drugs of any sort unless if that's what you base the song on. IE a smoker calling you a pot head...
